Resolving Interpersonal Conflict

I am going to describe an interpersonal conflict that happens during my national service. My unit is responsible for facilitating the evaluation of all land units from infantry to armour units. This would mean that my unit would have the one of the highest frequency of outfield as compared to other units.
The conflict is between two person which I would name them Mr A and Mr B. During outfield, there would be a list of tasks to be achieved within a fix period of time. Mr A would then be involved in task that can be done after the stipulated time or appeared to be taking his own sweet time to do the task required. Mr B having noticed that for a few outfields was very unhappy as a lesser contribution from one person would mean that other people would have to work harder given the same amount of workload. Thus Mr B decided to inform the commander about what Mr A had been doing. After accessing and verifying the situation, the commander decided to assign Mr A with a fair share of task he should complete whereby no one is allowed to finish his part for him. After Mr A knew that it was Mr B who reported him to the commander, Mr A started to quarrel with Mr B whenever he found chance to.
I think that the main cause of this conflict is because Mr A felt that he was betrayed by his peers which resulted in the special treatment he received. On the other side, Mr B felt that he was only doing the right thing as he was ensuring that it was fair for the rest of the people. This resulted in both sides not giving in when they started to argue.
I feel that Mr B should have approach Mr A and tell him that it is not fair for the rest of the people to cover his share of work. When that fails, Mr B can approach friends which are closer to Mr A to have them to advice Mr A. By approaching the commander for help would be a fast and effective way but in a long run it tends to lead to even more conflicts.
What do you think Mr B should do to stop what Mr A was doing during outfield to minimise the rise of conflict?
